This is another underlying objective, which lies rather in the idea of an exchange between the city and the one who transports people, the beneficiary of infrastructure should not be otherwise debtor that it enjoys public infrastructure.
The latter provision shows that the "contract" is increasingly not between the carrier and transported - via the virtual platform - but between the very concrete public space and one that circulates and do not live there.

Indeed, it has instituted a regulator, the "Commission de Régulation du Secteur de l'Electricité - CRSE)" (Senegale Regulatory Commission of Electricity Sector), but it built the sector around a public operator, SENEGEL with which the State has concluded a concession contract . This operator has the legal monopoly on the transport and distribution. As for production, it has the right to purchase electricity produced by independent producers, as it can sell them electricity if necessary. The prices are regulated by the regulator, through a cap. On 4 August 2012, the regulator has reported a plan of action. This is to make more transparent the relationship between the public operator and independent producers, the information being given to consumers. This is for encouraging them to act and obtain prices more favorable. This incentive is an alternative to net more liberalization of the sector.

The French Rail Regulator entrusts a public undertaking, RFF ("Réseau Ferré de France"), the management of the railway infrastructure. It must therefore enter into contracts with the railway undertakings to have rail transportation. European laws provide that these contracts must follow on the one hand, the specific legal provisions, and on the other hand the "network statement ". In addition, framework agreements determine the distribution of the allocation of capacity of the infrastructure between transport undertakings, schedules and prices. The regulator must give a reasoned opinion on these agreements. The notice is only optional, binding neither the State nor the parties. RFF ("Réseau Ferré de France") has developed a project of framework agreement and transmitted it to the autorité française de régulation des activités ferroviaires (ARAF) – (French Rail Regulator). It has chosen to open on 17 April a public consultation, with on its website the project of framework agreement, allowing any stakeholders to express themselves on the duration, pricing, transparency and confidentiality, and also the contractual balance of such an agreement. The consultation will be closed on 4 June and the autorité française de régulation des activités ferroviaires (ARAF) – (French Rail Regulator) will then deliver its opinion.

After a brief reminder of some economic features that are shared by different transport modes, it mainly examines the principles and practical underpinnings of merger control as it is implemented in the present context of rapid consolidation in some transport sectors. Thereby, it stresses some potential shortcomings of the traditional merger regula tion approach in the particular context of transportation services, pointing to an excessive attention paid to potential competition issues on overly narrow relevant markets while largely ignoring global efficiency-enhancing effects of mergers and alliances.
