► Presentation of the topic : Companies have a legal obligation to put "compliance structures" in place, such as whistleblowing mechanisms, plans, information gathering systems and data security systems. Many adopt a management strategy that leads them to choose to outsource the implementation of this obligation, or even to outsource the compliance structure itself, which then most often takes the form of a platform, even though responsibility cannot be transferred. But the line between structure and behaviour, between responsibility for the decision and its implementation, becomes blurred.

The hypothesis examined here through the "Compliance Contract", which should not be confused with compliance clauses but which is linked to them, is the widespread use by companies of this type of contract, the existence and typology of which was identified in 2022. Corresponding to a very significant share of the "compliance market", perhaps a specific market, it could constitute a special contract, requiring at the very least a specific regime, either under Competition Law, Data Law, particularly Personal Data Law, etc.

Through the publication of a new regulatory framework by Postcomm, the British Postal Services Commission, on May 27, 2010, Postcomm outlines its plans for regulating the postal sector in the years following 2012. This framework plans to adapt postal regulation to allow Royal Mail to profitably fulfill its Universal Service Obligations faced with drastically declining mail volumes and increased competition.

Opublikowanie przez “British Postal Services Commission” (Postcomm – brytyjska komisja serwisów pocztowych) nowej ramy regulacji w dniu 27 maja 2010 roku, pozwoliło komisji przedstawić w detalch jej zamiary dotyczace regulacji sektoru pocztowego w kolejnych latach po roku 2012. Całość tej nowo opublikowanej regulacji zmierza do adaptacji regulacji pocztowej, w celu umożliwienia Royal Mail-owi (Poczta brytyjska) spełnienia obowiązków dotyczących uniwersalnego serwisu, i jednocześnie realizacji dochodów w sytuacji drastycznego spadku ilości listów i zwiększonej konkurencji.

A través de la publicación del nuevo marco regulatorio de Postomm, la “British Postal Services Commission” (la Comisión británica de servicios postales) del 27 de mayo del 2010, Postcomm define sus planes para regular el sector postal del 2012 en adelante. The "Confederadion Empresarios del Juego COFAR" (the Spanish Confederation of the Game) have organized a symposium on 20 June in Barcelona, in which European regulators expressed including the France, the Spain, the Italy and the Portugal. The chairmen of the national regulatory authorities first emphasized their concern for common standards to a European market of a market of online games, including in what could become a domain identified name to refer to European players. In addition, the conference showed their desire for a stronger opening of a European market of online games. This fact also achieved through domain names.

Thematic Report (Gambling): The European Commission, despite specific taxation measures, has approves the Danish law of liberalisation of online gambling.

On September 20th 2011, the European Commission declared the new law liberalising gambling in Denmark in line with EU rules. This law creates lower taxes for online casinos than for land-based one, and the Commission declared it compatible with European state aid rules, since the positive effects of the liberalisation of the sector outweigh potential distortions of competition.
