The ambition of this thesis is to identify the notion of regulation, but strictly limits itself to French administrative law. To do this, the author skilfully identifies the 'act of regulation', created by Independent Administrative Authorities to effectively carry out their regulatory tasks. This is both a functional definition, using the notion of 'mission', and a methodological one, with its permanent reference to Independent Administrative Authorities.

The Algerian population is heavily access the mobile phone. Operators had designed special offers, including the terminal itself and a "pre-paid" said contract, the subscriber having a consumption credit, thereby decreasing by the use. The Algerian Telecommunications regulator, by a decision of March, 7 2012, has purely and simply prohibits this type of offer, while she oversees other type of promotional offers. This prohibition is criticized in that it breaks the dynamics of the market, 95% of the customers do not have the opportunity to access to another service than prepaid subscription and being excluded from access to the mobile terminals. It is advocated by others, that only subscriptions giving rise to payment after the use correspond to a mature market, with creditworthy customers and more complex services. The regulator did not intend to speak on this issue.

In the serie of conferences organized by the Journal of Regulation & Compliance (JoRC) on the topic of the Europe of Compliance, Jean-Jacques Daigre presented the general theme of this conference which took place on May 30, 2018 on the Compliance as an opportunity need to be seized by European companies.

By this, he made the general introduction to the conference that Xavier Musca, deputy director general of the Crédit Agricole Group, made on the way in which European companies of global dimension  which had integrated this phenomenon could  contribute to this Europe of Compliance, before Pierre Vimont reacted to these both speeches in a more institutional perspective.

The Conseil d’Etat (French Council of State) handed down a ruling (n°339154) on October 19, 2011 in the French Data Network, Apple, and iTunes case. In this ruling, it refused to annul the decree giving the "Haute Autorité pour la diffusion des œuvres et la protection des droits sur Internet" (HADOPI — France’s Internet Piracy Regulator) the power to issue injunctions to force the accessibility of essential information on the Internet in order to guarantee interoperability, using either penalties or fines.

In the conference cycle organized by the Journal of Regulation & Compliance (JoRC) on the topic of the Europe of Compliance, at the conference of May 30, 2018, Xavier Musca, Deputy Chief Executive Officer of the Crédit Agricole Group expressed how including a European company with a global dimension, whose activity is more specifically banking, integrates the new phenomenon of Compliance!footnote-98.

Published by Oxford University Press (OUF), the collective book, Public Accountability, edited by Mark Bovens, Robert Goodin and Thomas Schillemann, consists of 43 contributions.

Few strictly focus on issues of regulatory matters. One can still quote the article by Colin Scott on Independent Regulators or those of Christie Hayne, Steven E. Salterio and Paul L. Posner and Shahan Asif on auditing (Accounting and Auditing; Audit Institutions).

The subject of most of the contributions is rather the necessary renewal of the management of the State, public governance incorporating this new way of "accountability," which explains the book title : itself: Public Accountability. But as we know that the line between public and private is more porous than ever, we can appreciate that the bookk extends its thoughts to the governance of private organizations or non-profit private sector by some contributions.

Indeed, the fact that Accountability is what is common to the Regulation and Governance. This is the first sentence of the book : "Accountability is the buzzword of modern governance".

Probably because of accountability has become a central concept, as shown in the introductory contribution, these are the articles that confront the most general elements such as "time" (Accountability and Time), "crisis" (Accountability for Crise) or "trust" (Accountability and trust), which are the most instructive for the future.

Thus, despite its collective character, the book is very consistent and often takes a critical tone about this invasion of public space by the will of accoutability, the authors emphasizing the "deficits", the failures and especially thet prohibitively expensive of this mechanism.

It would come to regret the simple mechanism of hierarchical rule to which a nostalgic contribution is devoted, which describes how operated the State before we apply to it the State the agency theory.

So it is a practical book, complete, critical and prospective, of great interest.

On February 1st, 2012, the European Commission rejected proposed merger between the NYSE-Euronext and Deutsche Boerse.
