On 31 May, 2012 Mr Jörg Asmussen member of the Executive Board of the European Central Bank, said at a Conference behind closed doors in Frankfurt that the situation of Europe requires the establishment of an integrated supervisory banking in the euro area on the more systemic banks, which we can assess the number to 25. To do this, they should be supervised directly by a supranational regulatory authority and not by their national authority. Reuter was in favour of this statement. The European Central Bank spokesman confirmed the quote.

The Algerian Telecommunications regulator, by a decision of March, 7 2012, has purely and simply prohibits this type of offer, while she oversees other type of promotional offers. This prohibition is criticized in that it breaks the dynamics of the market, 95% of the customers do not have the opportunity to access to another service than prepaid subscription and being excluded from access to the mobile terminals. It is advocated by others, that only subscriptions giving rise to payment after the use correspond to a mature market, with creditworthy customers and more complex services. The regulator did not intend to speak on this issue.

In application of the "Code de l'aviation civile (Civil Aviation Code), the private company "Aéroports De Paris - ADP" (Paris Airports) establishes a "contract of regulation". ENGLISH

The current worldwide economic downturn has strongly impacted nearly every countries all over the world. Thus, in order to avoid any further global financial crisis, governments have to restructure their financial supervisory mechanisms. While many states in the western world started to reform their supervisory frameworks, a small post-communist country developed a very interesting and uncommon model. Indeed, Georgia decided to simplify its financial supervisory architecture by transfering all regulatory and supervisory powers to its central bank.

Ainsi, afin d’éviter toute autre crise financière mondiale, les gouvernements ont à restructurer leurs mécanismes de supervision financière. The creator of Wikileads, Julian Assange, has been the subject of a documentary which was screened on British television Channel 4, in which he is seen dancing in a night club. Believing that there is a violation of his privacy, he seized the British media regulator, Ofcom. The latter, by a decision of 10 September 2010, rejected the complaint, based not so much on the argument that it is a public place and that the image has already been circulated but rather the plaintiff has been associated with the development of documentary and he could give additional facts or contradictory arguments to those gathered by the channel. As in all systems of telecommunications in the world backed to a liberalized market, the one organized in India foresees the granting of licences to operators. It is the Government that allocates licenses, but it is the regulator (the Telecom Regulatory Authority of India - TRAI) that provides the financial terms to set the price of the licenses. On May, 2 2012, the regulator has proposed to use the auction method. The association of operators protested. This method led indeed generally priced higher than other methods of pricing of licenses assigned.

In a report published on October 26th, 2010, the Autorité de Régulation de la République Islamique de Mauritanie (the Mauritanian Multi-sector Regulatory Authority) orders three mobile telephony operators to enhance quality of service provided in the country. Mauritel SA, Mattel SA and Chinguitel SA all have one month from October 26th, 2010, to comply with their obligations to provide less than 5% of dropped phone calls.

The Olympic Committee has just taken a stand: "sports competition" video games are contrary to the "Olympic values", because of their violence.

Can we do anything else? More or something else?

The case is a gap. Indeed, sports activities are regulated in the most traditional way, by administrative texts, administrative supervision, delegations, judicial control. There are rules, both legal and ethical. The most sophisticated rules have been developed, notably on "permissible violence" and that which is not, for example in the field of boxing or rugby, through the notion of "rules of the game".

Video games are at first sight quite different.

They are regulated by other bodies of rules and other regulators, such as the Regulatory Authority for Online Games, when they are played in the digital space.

But the Regulator of online games does not at first sight have competence to apply the "rules of the game" in the perspective of what sport is and the particular integration of the distinction between permissible violence and inadmissible violence.

Assuming that it extends its competence to that dimension, the fact that the blows carried are only "virtually" should necessarily modify the contour and the application of the rules, transforming this regulator of games into a regulator of sports.

Conversely, assuming that the sports regulators are concerned, it is necessary that the analogy between "game" and "sport" should be strong enough for the extension to take place legitimately.

The criterion that poses the problem is precisely le notion of "violence".

In the serie of conferences organized by the Journal of Regulation & Compliance (JoRC) on the topic of the Europe of Compliance, Jean-Jacques Daigre presented the general theme of this conference which took place on May 30, 2018 on the Compliance as an opportunity need to be seized by European companies.

By this, he made the general introduction to the conference that Xavier Musca, deputy director general of the Crédit Agricole Group, made on the way in which European companies of global dimension  which had integrated this phenomenon could  contribute to this Europe of Compliance, before Pierre Vimont reacted to these both speeches in a more institutional perspective.

In the conference cycle organized by the Journal of Regulation & Compliance (JoRC) on the topic of the Europe of Compliance, at the conference of May 30, 2018, Xavier Musca, Deputy Chief Executive Officer of the Crédit Agricole Group expressed how including a European company with a global dimension, whose activity is more specifically banking, integrates the new phenomenon of Compliance!footnote-98.

This reflexion was in continuation of the more general presentation that Jean-Jacques Daigre had just made of the opportunity that Compliance represents, before Pierre Vimont took advantage of the remarks'Xavier Musca by questioning the aptitude of the European institutions to make such a project a reality.
