The implementation of a joint consumer information service on Insurance, Banking, and Insurance within the ‘Autorité de Contrôle prudential – ACP’ (French Prudential Control Authority), raises questions as to the way in which the service will be coordinated with the ACP’s other activities. The signature of the agreement creating the new joint service was the occasion for Christian Noyer, Governor of the Banque de France (Central Bank of France) and President of the ACP, to clarify that this joint service, whose principal goal is consumer protection, complements the ACP’s other missions.

Stability and solidity of the international financial system and consumer protection are the ACP’s main responsabilities.

II-6.11: The Ministerial Order of 19 January 2010 modifies the Banque de France’s Comité de la réglementation bancaire et financier's (Banking and Financial Regulatory Committee) Regulation n° 97-02 of 21 February 1997 relating to the internal control of banks and investment firms.

Main information

The Ministerial Order of 19 January 2010 introduces a new approach to risk management within banks and investment firms : a transversal approach to risk, that is expressed through the creation of ‘risk departments’ (filière risques) within banks.
