The 12th General Assembly of the Association of Mediterranean Regulators
for Electricity and Gas (MEDREG) was held at the headquarters of the
Greek Regulatory Authority of Energy (RAE), on 14 December 2011. On this
occasion, members of MEDREG have approved the initial proposals made by
the Task Force devoted to investments in energy infrastructure, aiming
to stimulate investment in the Mediterranean region. The MEDRED also
exercises regulatory powers similar to those of ACER.

A cette occasion, les membres de MEDREG ont approuvé les premières propositions émises par la Task Force consacrée aux investissements dans les infrastructures énergétiques, ayant pour objectif de stimuler les investissements dans la région de la Méditerranée. La MEDRED exerce en outre des pouvoirs de régulation analogues à ceux de l’ACER.

Il 2 novembre 2010, l’Autorité de régulation des communications électroniques et des postes (ARCEP – l’autorità francese di regolazione in materia telecomunicazioni e poste) ha pubblicato una decisione 2010-1149 nella quale dettaglia i suoi progetti per regolare il mercato delle spese per l’uso della rete di telefonia mobile nel futuro periodo tra il 2011 ed il 2013.

The Journal of Regulation’s annual symposium on March 17, 2011 examined the theme of Neutrality in systems of economic regulation. After preliminaries on the definition of neutrality and neutral action, which were the common theme linking all speakers’ contributions, the first part of the colloquium explored the general aspects of neutrality in regulated industries, such as the neutrality of standards or the relationship between neutrality and legal categories, impact studies, or procedural techniques. The second part of this event raised more specific points, such as the interference between neutrality and the globalization of regulated industries, the question of regulators’ neutrality, and of net neutrality that some regulators wish to raise to the level of a general principle.

Informe bibliográfico (Simposio): La neutralidad en los sistemas de regulación económica
El simposio anual de la Revista de Regulación que se llevó a cabo el 17 de marzo del 2011 examinó el tema de Neutralidad en sistemas económicos de regulación. Después de algunos preliminares sobre la definición de la neutralidad y la acción neutral, los cuales fueron temas comunes en las contribuciones de los diferentes actores presentes, la primera parte del coloquio exploró los aspectos generales de la neutralidad en las industrias reguladas, como la neutralidad de los estándares o la relación entre la neutralidad y las categorías legales, estudios de impacto, o técnicas de procedimiento. La segunda parte del evento alzó cuestiones específicas, como la interferencia entra la neutralidad y la globalización de industrias reguladas, la cuestión de la neutralidad de diferentes reguladores y la neutralidad de la red, lo cual algunos quieren alzar a nivel de principio general.
Initially the Regulation assumes the consideration of technical objects (telephone, airplane, train, wheat, currency, electricity, etc.). This practical perspective opposes the abstract view of competition law that neutralizes objects by their monetary evaluation and the elaboration of a "fair price" obtained by the meeting of supply and demand in a market.Thus, each technical object has developed specific regulation as in a cottage garden: banking regulation, financial regulation, railway regulation, telecommunications regulation, power regulation, gaming regulation, horse races regulation, and so on. The body of rules and institutions were built, unique to each object, more effective than the behemoth that is the State in charge of all these so different objects and pursuing so many objectives that it was criticized for its inefficiency.

Corporate officers that had provided financial markets with false information, as well as their auditors, were under investigation by the Autorité des Marchés Financiers (AMF—French financial markets authority) for failure to provide information. El 31 de marzo del 2011, el AMF castigó a los oficiales corporativos, pero declaró inocentes a los auditores, atestando que ellos habían obedecido los estándares profesionales.

On May 12, 2011, the Autorité de la Concurrence (French Competition Authority) took protective measures to suspend a planned partnership between La Poste (The French postal service) and Mondial Relay, an alternative parcel delivery company. The Autorité de la Concurrence strongly suspects that this agreement would reinforce La Poste’s dominant market position and hinder the development of competition on the market for parcel delivery.

Il 12 maggio 2011, l’Autorité de la Concurrence (l’autorità garante della concorrenza) ha adottato dei proveddimenti per sospendere un progetto di partenariato che sarebbe stato concluso tra La Poste (la società che gestisce i servizi postali francesi) e Mondial relay, un’altra società di consegna pacchi. L’Autorité de la Concurrence ha emesso forti sospetti che tale accordo puntasse a rinforzare la posizione dominante de La Poste e ad ostacolare la normale concorrenza nel mercato della consegna pacchi.
