The President's rationale is this: that environmental regulation is justified because it will prevent many diseases and even death from respiratory failure. However, social programs and Obamacare are the major challenges of his presidency.
Therefore, the discussion is about the relationship between "regulation" and "sector": if the Regulation is related simply to the environment, then the argument of additional financial regulation advanced by firms is relevant.
Indeed, the principle of proportionality being key in regulatory techniques, there is disproportionality between the means and the goal.
But if the charges have to end not only the preservation of the environment but also public health and human lives then more burdens on business are justified.
Thus, depending on whether one attaches one or more goals in a constraint, it justifies more or less charge. Companies have interest in claiming that the regulation serves only one purpose. The state has an interest in claiming that the regulation uses several if it wants additional burden on businesses.
This is the speech that President Barack Obama, whose political maneuvering margins are low, is being built.
The Autorité de régulation des communications électroniques et des postes (ARCEP - French regulator of Telecommunications and Posts) granted a licence for a new entrant, Free, what was widely challenged. It proposed to improve supervision of Credit Rating Agencies, it launched debate on corporate governance in financial institutions and it published a communication on Financial Services 2010-2011 ("Regulating financial Services for sustainable growth"). Indeed, any of these three aspects answer to the EU’s G20 commitment to create a safer regulatory framework for financial markets –itself participating to economic recovery- and implement such system as to prevent future crisis to go off. As Commission President José Manuel Barroso said on that day: "Today the Commission is launching the final push to complete the EU's financial services reform. This is part of our wider agenda to stabilize, consolidate and restore sustainable growth to the European economy".

El lanzamiento del “empuje final para completar la reforma de servicios de la Unión Europea”: ¿ira por buen camino la Comisión?
El 2 de junio del 2010 la Comisión de la Unión Europea compartió con el público su calendario y plan de acción para los mercados financieros en el periodo 2010-2011. Ha propuesto mejorar la supervisión de las agencias de notación, ha lanzado un debate sobre la gerencia corporativa en las instituciones financieras y ha publicado una comunicación sobre los servicios financieros del 2010-2011 (“La reglamentación de los servicios financieros al servicio de un crecimiento durable”). Cada uno de estos tres aspectos responde al compromiso de la UE G20 de crear un marco regulatorio más seguro para los mercados financieros – contribuyendo en sí mismo al relance de la economía – y de implementar un tal sistema para prevenir crisis similares en el futuro. En las palabras del Presidente de la Comisión José Manuel Barroso: “Hoy la Comisión lanza el empuje final para completar la reforma de los servicios financieros de la UE. The French regulator of telecommunications (The French regulatory authority of telecommunications and Posts - ARCEP) has developed a draft report to the Parliament and the French Government on the issue of Internet neutrality. By providing it to everyone on its site on May 16, 2012, the regulator opens a public consultation, which will be closed on June 22, 2012. The regulator said that the Internet is a "collective good of general interest" and that the increase in its use requires very significant investments. It is in this context that the question of the neutrality of the Internet must be discussed.
The real economy is entirely financiarized, it is the same for the oil economy. Economic regulation systems only work if regulators are independent, which implies in a minimal way that they are not corrupt. Few countries meet this basic requirement. Côte d'Ivoire has a telecommunications Agency, which is a State Corporation. By order of March 21, 2012, the Government creates the telecommunications regulatory authority. On May 4, 2012, the Board of Directors of the Agency of telecommunications convened to an extraordinary session and put an end to the mandate of its Director General, because of "serious shortcomings observed in the performance of his duties". He was immediately replaced by a telecommunication engineer, previously technical adviser to the Ministry. He was assigned the mission of preparing the transition of the system to an effectively independent, autonomous and impartial regulator.
A simple question: be regulator, is it a profession?
As soon as one asks the question, it should be down. Indeed, the time has passed when the regulator was a natural person. Today, in most cases, the regulator takes the form of a Regulatory Authority, that is to say an entity with or without legal personality, incorporated in the State or professional.
Individuals appear as a member of the Authority, even if it is true that the President of the Regulatory Authority often has a very importan role!footnote-17.
The choice of Commissioners is crucial to the independence and effectiveness of the regulatory authority. It is appropriate that the person has "authority" over the area, must be respected and participates effectively in the collective action of the College.
