The Conseil National du Barreau (CNB – The French Bar Association) and the Commission nationale de l’informatique et des libertés (CNIL—The French - Commission for Data Privacy) form a partnership to educate lawyers on the « loi informatique et libertés » (Data Privacy Act).

The 12th General Assembly of the Association of Mediterranean Regulators for Electricity and Gas (MEDREG) was held at the headquarters of the Greek Regulatory Authority of Energy (RAE), on 14 December 2011. On this occasion, members of MEDREG have approved the initial proposals made by the Task Force devoted to investments in energy infrastructure, aiming to stimulate investment in the Mediterranean region. The MEDRED also exercises regulatory powers similar to those of ACER.

La 12^ème Assemblée Générale de l’Association des Régulateurs Méditerranéens de l’Electricité et du Gaz (MEDREG) s’est tenue au siège de l’Autorité grecque de Régulation de l’Energie (RAE), le 14 décembre 2011. A cette occasion, les membres de MEDREG ont approuvé les premières propositions émises par la Task Force consacrée aux investissements dans les infrastructures énergétiques, ayant pour objectif de stimuler les investissements dans la région de la Méditerranée. The European Parliament vetoed the agreement between the European Union and the United States on the transfer of financial data from the SWIFT network, on the grounds that such transfers violate privacy rights and are disproportionate to their aim of fighting terrorism.

The “Conseil économique, social et environnemental – CESE” (French Economic, Social and Environmental Council) expressed its approval of the “Stratégie nationale de développement durable SNDD” (new French National Strategy for Sustainable Development), on January 27 2010, which has been drawn up by the Government for the period 2009-2013. In its thesis, the author shows the legal side of the opening to competition in the telecommunications, postal services and energy sectors. The analysis is conducted at European level and not at national States level. The author not only highlights the decisive role of the European Commission, which obtained the consent of the national bodies through co-regulation, but the book highlights a distinct European institutional dynamics. This takes the form of European sectoral agencies, which could become in the future regulators. The European Regulation of 16 September 2009 implements a new regulatory framework for credit rating agencies, in order to restore investor and consumer confidence, enable the supervision and transparency of credit ratings, and avoid conflicts of interest.

Libor is the rate set by the bank statements, anticipating purchases liquidity between them. The Libor rate is the result of self-regulation. On this rate, the financial system leans to fix rates many different financial transactions. However, now many banks are sued by authorities, for manipulation. The banks made false statement or organize a cartel, producing a rate in their favor. From the condemnation of the Barclays 26 June 2012 by the Financial Services Authority (FSA), the commencement of proceedings, the constitution of the Commission to think reform Libor estimated pernicious, banks choose their strategy. Most prefer to cooperate fully in themselves investigation leading home and helping the authorities. This was the case of the Royal Bank of Scotland (RBS). Today it is the case of Société Générale (SocGen).
