This agency has the power to adjust as needed to lower the principal amount of mortgage debt if market value of purchased assets decline also. But he Federal Housing Finance Agency (FHFA) sought for this purpose by the same firms of refinancing acting at the request of the Government, refused to allow such an adjustment. On July 31, 2012, the Secretary of the Treasury of the United States is expressed "concern" of such refusal, which risk to distressed companies of refinancing of mortgages, including the rescue has already cost so much at the first time.

Breaking news

The Libor manipulations successively discovered, led the British Government to request to the Financial Services Authority (FSA) a report to reform the system. The British Government has entrusted in late July 2012 the Financial Services Authority (FSA) a report on the reform that is appropriate to operate concerning the system of Libor. It must be submitted at the end of September. Subsequent events show the method followed.

The Autorité de la Concurrence (French Competition Authority) issued a recommendation (n° 11-A-05) on March 8, 2011 in which it recommends that the Autorité de régulation des communications électroniques et des postes (ARCEP — French Telecommunications and Postal Regulatory Authority) proceed with studies envisaging the possible breakup of France Telecom into two separate functional entities, one managing monopoly activities (the network), and the other managing competitive activities (services).

This report ambits to improve the regulation of industrial networks in France and in Europe. Therefore, the Fondation nationale Entreprise et Performance (FNEP) concentrates its study on industrial networks, a category in which it includes telecommunications, energy, rail transportation, and postal services, in France and in Europe. The report proposes new rules or adaptations to old ones in order to increase regulators’ independence, efficacy, and oversight. It then suggests rules be modified to allow for the implementation of regulation at the European level, whenever the relevant market is European in scale.

Ce rapport ambitieux vise à améliorer la régulation des réseaux industriels en France et en Europe. Par conséquent, la Fondation nationale Entreprise et Performance (FNEP) concentre son étude sur les réseaux industriels, une catégorie dans laquelle le rapport inclut les télécommunications, l’énergie, le transport ferroviaire, et les services postaux, en France et en Europe. Le rapport propose de nouvelles règles ou des adaptations de précédentes, afin d’accroître l’indépendance des régulateurs , d’augmenter l’efficacité et la surveillance. Il propose ensuite que des règles soient modifiées pour permettre la mise en œuvre de la régulation au niveau européen, chaque fois que le marché pertinent est de dimension européenne.

La relazione propone delle nuove regole o una modifica delle regole esistenti per aumentare l’indipendenza, l’efficacia e la vigilanza delle autorità di regolazione. On November 16, 2010, the Comptroller and Auditor General of India made public a 96-page report (n° 19 of November 2010) in which it revealed gross irregularities suggesting favoritism in procedures for licensing mobile telephone operators and attributing frequencies from the mobile telephone spectrum over a period stretching from April 2003 to October 2009, on behalf of the Ministry of Communications and Information Technology. Following the revelation of this report, the Minister for Telecommunications, Andimuthu Raja, resigned from his post on the suggestion of the Prime Minister of India.

The 12th General Assembly of the Association of Mediterranean Regulators for Electricity and Gas (MEDREG) was held at the headquarters of the Greek Regulatory Authority of Energy (RAE), on 14 December 2011. On this occasion, members of MEDREG have approved the initial proposals made by the Task Force devoted to investments in energy infrastructure, aiming to stimulate investment in the Mediterranean region. The MEDRED also exercises regulatory powers similar to those of ACER.

La 12ème Assemblée Générale de l’Association des Régulateurs Méditerranéens de l’Electricité et du Gaz (MEDREG) s’est tenue au siège de l’Autorité grecque de Régulation de l’Energie (RAE), le 14 décembre 2011. A cette occasion, les membres de MEDREG ont approuvé les premières propositions émises par la Task Force consacrée aux investissements dans les infrastructures énergétiques, ayant pour objectif de stimuler les investissements dans la région de la Méditerranée. On December 20, 2011, the European Commission adopted a decision based on the Almark ruling that expounds upon the four conditions necessary so that compensation paid by a State to any state-owned or private company entrusted with the operation of a public service not require prior notification of the European Commission, despite the general prohibition on State Aids. Each state has a wide margin of discretion in the definition of services that could be classified as being services of general economic interest.
