The rail sector had to be equipped with an independent authority that accompanies its gradual opening to competition.
The Autorité de Régulation des Activités Ferroviaires (ARAF) is responsible for the proper functioning of public service and competitive activities for the benefit of users and customers of rail transport services. It will, in particular non-discriminatory access for railway undertakings to the rail network.
Its decisions are taken by a panel of seven independent members, chosen for their expertise in rail, legal or economic.
