He has been a Professor of Economics at the Université Panthéon-Assas (Paris 2) since 1996. At Paris 2, he is a member of the Equipe de Recherche sur les Marché, l’Emploi et la Simulation (ERMES). He is also a member of the Forum d’Avignon - Culture, économie, média, and of the Scientific Committee of of the Ministère de l’Économie, des Finances et de l’Industrie (Ministry of Economic, Finance and Industries) ’Competition Workshop’. From 1988 to 2009 he was the Scientific Director of Quantifica-OMSYC. In 1995, he founded TERA Consultants

He has received a number of awards, such as the Industrial Economics Prize, and the Institute for Research in Economics and Social Sciences in Telecommunications Prize (IREST Prize), in recognition for his work on telecommunications regulation and economics.

He is the author of numerous works, notably the co-author of Infrastructure versus Service-based Competition, published in 2008.
