Jean-François Vilotte graduated from the Université Panthéon-Sorbonne (Paris I) with an advanced degree in public law, and was educated at the Ecole National d'Administration (ENA), where he graduated with the Leonardo da Vinci class. He is a senior civil servant.

In 1985, he served as the department head of the Direction de l'Architecture de Paris. In 1989, he became a technical advisor for the Mayor of Paris' Cabinet, and in the same year, he was chosen to be the deputy Prefect of Mayenne, and was promoted to the post of the Prefecture's Secretary General, in which he served from 1991-1993. From 1993-1995, he was the deputy director of the Mayor of Paris' Cabinet. Then, until 2002, he served as the General Director for the Development of Economic Activity and Employment of the City of Paris. From 2002 to 2006, he became the director of the Minister of Sports' Cabinet (which subsequently became the Ministry of Youth, Sports, and Associations). From 2007 to 2009, he served as the General Director of the Fédération Française de Tennis et de Roland Garros.

He has served as the President of the Autorité de régulation des Jeux en Ligne (ARJEL — French Online Gambling Regulatory Authority) since its creation in 2010.
